Be sure to check the rules below
and any rules where you are selling! MWR often states that items
MUST be handmade and not items for resell; at other times, they allow
it--like sodas and ice cream. You may need to get approval from
the location beforehand--this is the norm for CMR Post Offices.
There is
one more instance where you need additional approval:
Requests for authority to conduct a Yard Sale are handled and approved
at the USAG - Heidelberg, Directorate, Community Activities (MWR),
building 110, Patton Barracks. All requests must be approved prior to
having any yard sales on military compounds/posts.
Personnel residing in government quarters,
including US Government Civilian Employees with full logistic support
and/or their family members, are the only individuals authorized to
conduct sales under Garrison policy.

Garrison rules:
If you are doing a fundraiser within
your organization and only to members (registered girl scouts and
registered parents) then you do not need Garrison
approval. However you MUST seek approval of the OCC and this
may or may not be given depending on what other community events are
going on at the same time. Fundraisers other than cookie sales will
not be approved for the mid-December- mid March period.
If you are doing a fundraiser within the
community (like bake sales, dinners, bowl-a-thons, etc) you need Garrison approval.
Girl Scouts (including two separate troops) cannot conduct two fund
raisers simultaneously so all of these applications need to go
through the OCC first. Again, remember that you will not be allowed
to fund raise during cookie sales.

Remember, when MWR has
already received approval from Garrision for the event; there is no need
to submit a letter through Private Organizations for this money-earning
opportunity.
All requests
for fundraisers must first be approved by the OCC (that includes
bake sales and internal fundraisers to other girl scouts troops or
parents).
Girl Scouts are not allowed to fund
raise by selling or promoting a product other then Girl Scout
cookies, calendars, or community merchandise (patches and tshirts).
Product sales like Pampered Chef, Longaberger,
Tupperware, Avon, Mary Kay, etc cannot be advertised as being a
girl scout fundraiser or it will appear that Girl Scouts endorses
these products. A girl scout
leader cannot advertise that she is hosting a party with the
benefits going to her troop. Of course she may host a party, of
course she may decide how to use her benefits and if she chooses,
she may donate her benefits to her troop (in products or cash).
She just cannot advertise it to customers as being a girl scout
fundraiser. Rewards are for your own personal use and can
be retained or given at your discretion but you cannot try to
increase sales advertising that this a girl scout fundraiser. If
she chooses to donate products to her troop, remember that these
products should not under German law be resold at a yardsale as
new because this would circumvent in some instances German tax
laws. An appropriate use for these products would be creating
baskets for auction at ATC (which would not bring revenue to the
troop), or creating baskets combined with other products for
auction at an approved troop auction.
This is fairly complicated stuff. It
is difficult to come up with a set of guidelines that will cover
every creative fundraising idea you ladies come up with!!
