Overseas Committee Management Team
Heidelberg Neighborhood

During the last PCS Season, we lost many "fine volunteers" due to moves.
Several new volunteers have stepped up, but we still are
in need of an OCC-Elect, a Hut Manager, all age-level Troop Consultants,
and many Troop Leaders.

Position Description
The Overseas Committee Chair
(OCC) shall chair the meetings of the Overseas Committee Management Team
(OCMT) and the Overseas Committee Association (OCA) and perform duties in
accordance with Girl Scouts of the U.S.A. (GSUSA) and USA Girl Scouts
Overseas- North Atlantic (USAGSO-NA) directives, policies, and procedures.
Only the OCC or a designated substitute maintains contact with the duly
appointed Liaison/Project Officer for the purpose of interpreting Girl Scout
programs, requesting logistical support, and offering Girl Scout services to
the community. |

The Treasurers shall be responsible for accurate
accounting records of the financial transactions of the Overseas Committee.
Accounting records shall be kept in accordance with USAREUR Regulation 210-1
or USAFE Regulation 34-123. The Treasurer will ensure that sound
financial practices are carried out by the Overseas Committee and by the
troops. Responsibilities include: 1) Evaluate the previous
year's financial records and with the OCMT draft a budget for the coming
year, 2) Write and co-sign checks in payment of approved bills, 3) Report
the financial status of the neighborhood as requested by the OCC, usually a
written monthly statement to the Committee and leaders, 4) Prepare the
OCMTbooks for an annual audit, 4) Attend OCMT meetings, 5) Be available at
regularly scheduled time to serve troop leaders financial needs, and 6)
Submit financial statements as required to operate as a Private Organization
to the approving authority. Attends OC and Leader meetings as
necessary. Completes training for the position. |

Position Description
The Event Coordinator (EC) Committee Member
shall be responsible for each special Heidelberg Girl Scout event in
accordance with Girl Scouts of the U.S.A. (GSUSA) and USA Girl Scouts
Overseas - North Atlantic (USAGSO-NA) directives, policies, and procedures.
Manages the neighborhood events calendar. Additionally, the EC is
responsible to coordinate with the event chairperson and monitor the
planning, flyers, publicity, budget, site reservations, equipment, and
reports to ensure the goals of the Heidelberg Neighborhood are met.
Attends OCMT and Leader meetings as necessary. Completes training for
the position. |

Position
Description The Secretary shall be
responsible for written records (minutes) of all OCMT and Leaders' meetings
and the distribution thereof to all members and to the Community Commander
if so requested. Maintains OCMT records: 1) Constitution and
Bylaws, 2) Operating Procedures, 3) Permissions to Operate, 4) Plans of
Action, 5) Minutes of Meetings, 6) Event Flyers and Notices, 7)
Correspondence, and 8) Other materials as requested by the OC.
Additionally, the Secretary will post and pick up all Girl Scouts USA
Heidelberg mail and distribution. Attends all OCMT and Leader meetings.
Completes training for the position. |

Public Relations Manager

Position Description
The Public Relations
(PR) Committee Member shall handle all public relations and perform duties in
accordance with Girl Scouts of the U.S.A. (GSUSA) and USA Girl Scouts
Overseas - North Atlantic (USAGSO-NA) directives, policies, and procedures.
Public Relations involves the placing of advertisements in the local
installation newspaper. These ads should include recruitment of girls,
volunteers, leaders, and committee members. Also, information about
Girl Scout training and upcoming events must be publicized in the newspaper,
with handouts, and by posters. This information will be given to PR by all members of Girl Scouts USA
Heidelberg. Finally, it is the PR's responsibility to assist the event
coordinator with any needed publicity.
Attends OCMT and Leader meetings as necessary.

Hut Manager

Position Description
The Hut/ Facilities Manager shall help Troops to set up
meetings times at the PHV Scout Hut. Responsibilities include: 1)
Issuance and retrieval of Hut keys, 2) Coordination with Boy Scout
counterpart, 3) Keeping Leaders informed of any changes to policies
involving the use of the Scout Hut, and 4) Safety and cleanliness of the
hut. Also assists in accessing other community facilities for
meetings.
Attends OCMT and Leader meetings as necessary.

The Awards Committee consists of at least
3 members and they are responsible for soliciting recommendations for the
following recognitions:
1) Outstanding Leader
2) Outstanding Volunteer
3)
Leadership Development
4) Volunteer Development
5) Volunteer Service Award
The Awards Committee is also responsible
for gathering information for and submitting the necessary paperwork to the
USA Girl Scouts Overseas (USAGSO)-North Atlantic Board approved awards. This
includes:
1) Thanks Badge
2) Honor Pin
3) Appreciation Pin
4) USAGSO-North Atlantic Service Award
Responsibilities:
- Hold meetings at least 3 times; usually
between November - February.
- Work with the Overseas
Committee Management Team (OCMT) and the Overseas Committee Chair
(OCC) to devise ways to keep volunteers and parents informed on the awards
available and the process to nominate people for these awards.
- Ensure that applications for USAGSO-North
Atlantic Board approved awards meet required criteria as stated by GSUSA
and USAGSO-NA, are properly prepared and contain the required
letters of recommendation.
Submit them within the deadlines stated by USAGSO-NA.
- Be familiar with the requirements for
USAGSO-Heidelberg approved recognitions. Make sure that nominees for these
recognitions have completed the criteria and the letters of recommendation
have been received before approving these awards.
Qualifications:
- Belief in the purpose and philosophy of
Girl Scouting
- Ability to work effectively with a wide
variety of people.
- Attention to detail.
- Become a registered member of Girl Scouts
Training will be provided by the
OCC to all members of the Awards Committee and they will be provided
guidance documents and forms. The OCMT will also provide a list of
leaders and volunteers who might qualify for awards, along with their
training records. The names of the members of this Committee are generally
not known by the Girl Scout population.
